This Classroom Action Research (CAR) was conducted due to the low level of effective communication and the low self-confidence of students. The low level of effective communication of students could be seen when the teacher asked questions to the students in which they were unable to convey their opinions using polite, clear, and fluent language. The self-confidence of students also tended to be lacking which can be seen during the presentation. For instance, students were afraid to express their opinion. Furthermore, students were also still shy and were not confident with their answers so that they tended to be silent. The research subjects of this study were 33 grade 4 students of SD Negeri 2 Pabuwaran. The research instruments used in this study were the evaluation test, teacher activity observation sheets, student activity observation sheets, effective communication assessment observation sheets, students 'self-confidence observation sheets, and students' self-confidence questionnaire sheets. The results of the assessment of effective communication in the first cycle obtained an average of 55,6% with sufficient criteria, while in the second cycle it obtained an average of 78% with good criteria. In addition, the results of the observation of students' self-confidence in the first cycle obtained an average of 2.2 with fair criteria, while in the second cycle acquired an average of 3.1 with good criteria. This increase was supported by the results of the questionnaire results on the self-confidence of students in the first cycle which attained an average of 3.22 with good criteria, while in the second cycle obtained an average of 3.30 with very good criteria. To conclude, the results of this study indicate that the use of the start with a question learning strategy starts with a question on the theme 7 The Beauty of Diversity in My Country can improve the effective communication and confidence of students at SD Negeri 2 Pabuwaran.
