This research is a study that developed an evaluation tool for learning to write report texts on observations at the MTs Negeri Banjarnegara District. The development of evaluation tools is an effort to improve evaluation tools that are of poor quality. This research aims to: (1) know the needs of teachers and students in developing evaluation tools based on Higher Order Thinking Skills (HOTS), (2) produce an evaluation product development tool based on HOTS, (3) produce a valid evaluation tool based on HOTS that will be used in learning to write observational report texts in MTs Negeri Banjarnegara District. The use of HOTS in this development is expected to train students to think at a high level in learning. This research uses the Research and Development (R&D) method with the following stages of research: (1) Potential and Problems, (2) Data Collection, (3) Product Design, (4) Product Validation, (5) Product Revision, (6) Product Trial, and (7) Data Analysis and Reporting. Data collection in this study used interviews and questionnaires. The research instruments used, namely (1) student needs questionnaire, (2) teacher needs questionnaire, (3) validation test questionnaire.The results of this study is in a guideline for the development of an evaluation tool based on HOTS in learning to write text on observation reports with a material validity level of 4.9 and a 98% level of product feasibility. Based on this analysis, it can be concluded that the need for evaluation tools is very much needed. The development of a good evaluation tool can be a model for teachers to develop a higher quality evaluation tool. The resulting evaluation tool adds a reference to evaluation tools that are worthy of being tested and developed further.
