Abstract

The COVID-19 pandemic has impacted all aspects of life, including
education. This condition has resulted in several changes in learning practices,
such as the transformation from offline to remote learning. This study aimed to
determine the implementation of remote learning policies and the challenges faced
during the implementation in schools. Then, the qualitative method was used in this
study. The setting of this study was SD Negeri Karanglewas Kidul. The data were
collected through some techniques such as observation, semi-structured interviews,
and document analysis. The subjects were school policy implementers consisting of
school principals, grades I-VI teachers, physical education teachers, and Islamic
religious education teachers. The result indicated that during the Covid-19
pandemic, the school implemented remote learning policies by the central and local
governments. It was carried out online, offline, and combined (blended learning).
The most dominant learning system used in online learning was through WhatsApp
Group. The reason that underlay teachers in using the WhatsApp Group
application was that parents of students could easily access it. Moreover, it
provided some beneficial features for teachers. Implementing online meetings in
remote learning encountered various obstacles and was ineffective. Some
challenges were not only experienced by teachers but also by students and parents.
The challenges included teacher incompetence in utilizing information and
communication technology, limited ownership of student devices, high internet
quota needs, low internet network connectivity, and students' difficulty
understanding the learning material. Therefore, schools also implemented offline
learning methods and blended learning as solutions in minimizing the challenges
during the implementation of remote learning.
