The purpose of this research is to find out how the involvement of the people of Melung Village in the development of Village Owned Enterprises Melung. This research uses qualitative research with a phenomenological approach. The data analysis technique used in this research is descriptive analysis which includes reduction, data presentation, and conclusion drawing. The results of this study are the participation of the Melung Village community and VOE administrators in the development of VOE, namely providing ideas or input, monitoring, caring and being a very important role, namely as a manager, designer, supervisor, and development manager. The role of the village community and VOE administrators is very much needed both with energy, thoughts or support in the development of VOE Melung.VOE Melung develops according to the potential that exists in Melung Village. The development of VOE can achieve several objectives, including: (1) increasing the role of rural communities in managing other legitimate sources of income; (2) fostering economic activities of rural communities in village business units; (3) developing informal sector businesses to absorb the workforce of the community in the village; (4) increasing the entrepreneurial creativity of low-income rural communities.
