Abstract
Education quality in Indonesia is recently very poor. This condition is one of them proven by data from UNESCO (2000) on the ranking of Human Development Index, a composition of achievement ranking of education, health, and per capita income, showing that the human development Index of Indonesia is decreasing. This research and development aims to produce a process-based reading textbook. The textbook is expected to be appropriate and effective in improving grade IV students reading ability in MI Muhammadiyah. The research refers to the steps of Research and Development using 4D development model (Define, Design, Develop, and Disseminate). The subjects of the test are four grade IV students of MI Muhammadiyah Singasari, Karanglewas Sub-District of Banyumas. The result of this research is a process approach-based reading textbook for grade IV on Theme 8 about My Place arranged in five steps of reading learning activities, namely: (1) Preparing; (2) Reading; (3) Responding; (4) Comprehending; and (5) Extending comprehension. The process approach-based reading textbook is stated to be appropriate according to the expert judgment and obtains a score of 140 with A predicate (belongs to excellent category). According to a media expert, the textbook obtains a score of 83 with A predicate and belongs to the excellent category. Moreover, an expert on book design also stated that the textbook obtains a score of 136 with A predicate and belongs to the excellent category.
