This research aimed to reveal the roles of Pancasila and Civic Education (PPKn) learning in developing students’ character, seeking the obstacles in PPKn teaching-learning process in its effort to devlop students’ character, and disclosing the efforts to cope with these obstacles. This a descriptive research with qualitative. The research subjects the PPKn teacher as well as the students of SMP N I Somagede. The data collection techniques were interview, observation, dokumentation, and literature review. These data were analyzed qualitatively in three stages, namely data reduction, data display, and conclusion. There were primary and secondary data sources. The findings showed that PPKn learning had positive and significant roles in developing the students’ character in SMP N I Somagede. The teachers’ teaching methods in the form of familiarizing, modeling, giving educative punishment and the teaaching strategies (materials, methods, media, sources, evaluation) greatly supported the roles of PPKn learning in developing the students’ character, particularly in embedding the eighteen characters to the students for them to apply these in their daily life.
