This research was compiled to reveal the long history of Timor
Timur integration to Indonesia territory, in addition to know international reaction
toward the integration. Furthermore, the main point was to analyze relationship
dynamic between Indonesia – Australia in 1974 – 2002 post – integration of
Timor Timur to be a part of Indonesia Republic territory. The research method
used literature method by doing these steps; 1) Heuristic was the process of
finding relevant source, collecting data which was aimed to provide material as
the information to be processed in writing the facts, 2) Critic, was to find the
originality of source as writer’s identity, date suitability, time and place 3)
interpretation, was to collect the relevant facts to get the series of history, 4)
historiography, was to imaginatively reconstruct the facts through history method
and furthermore the results of reconstruction were compiled as thesis. From three
problem formulations above, the research analysis showed : a) Timor Timur
integrated to Indonesia territory in a long process and this was the will of Timor
Timur people which was told in Balibo Proclamation through politic parties in
Timor Timur, and Timor Timur was legalized as new province of Indonesia in 17
July 1976; b) Timor Timur integration to Indonesia made pro and contra in
international world, the contra-countries were dominated by Black Africa as
Portugal’s colony; c) the relationship between Indonesia – Australia which had
been done for a half of century had dynamics, the relationship was retested by this
integration. In the beginning of integration, Australia supported the integration of
Timor Timur when Whitlam as Prime Minister. Australia’s policy changed in
Fraser era in which Australia was affected by USA in the international politics of
Australia. Yet shortly Fraser was replaced by Bob Hawke who changed the policy
that pretended Indonesia was important to Australia thus the relationship was
good to Paul Keating leadership. Yet Australia’s prime minister Election was won
by John Howard who made the relationship between Indonesia and Australia
became tense as Howard changed the policy of Timor Timur to Indonesia. The
process of Timor Timur integration caused fluctuation relationship between both
countries and made tension of each prime minister leadership of Australia to
Indonesia.
