Abstract

Education not only functions as a medium for developing skills, but also forms a
dignified national character and civilization. Education is a conscious, regular and
planned effort or activity with the aim of changing or developing desired behavior.
These behaviors include behavior that reflects an attitude of discipline and
responsibility. Discipline and responsibility are one of the basic needs of children in
order to form and develop their character and character in a healthy and rational
manner, they are also absolute requirements for achieving goals or carrying out life
missions or it could be said that discipline and responsibility are the keys to achieving
success. Strengthening character education is an important step in the current era
considering the many events that signal a moral crisis among children, teenagers and
parents. Strengthening character education must be implemented as early as possible,
starting from home, school and community. This research, aims to describe the
formation of the character of discipline and responsibility in Scout extracurricular
activities, at SD Negeri 1 Gemuruh, Banjarnegara Regency, as well as describing the
supporting and inhibiting factors for character formation, especially the formation of
the character of discipline and responsibility. Such research is important considering
that the aim of education is to form people of quality and character so that they have
broad knowledge and insight for the future to achieve the desired goals and are able to
adapt quickly and precisely in the various environments they will live in. Education is
our motivation to be better in all aspects of life. This research, uses a qualitativedescriptive
approach with a case study method. The research was carried out at SD
Negeri 1 Gemuruh, Bawang District, Banjarnegara Regency using interview
techniques, observation and documentation studies. The subjects of this research were
the Principal of SD Negeri 1 Gemuruh, the Scoutmaster of SD Negeri 1 Gemuruh, and
the students of SD Negeri 1 Gemuruh. Analysis techniques using Miles and Huberman's,
model include data reduction, data presentation, data conclusions. The results, of the
research show that (1) The formation of disciplined character is carried out through
marching training, camps, and through various training, assignments to Scout
members; (2) Formation of responsible character, training to become a ceremony
leader, and out bond, (3) Driving factors that influence the formation of disciplined
character consist of: interest from students who want to take part in Scout
extracurricular activities, and members' habits towards a disciplined environment.
Inhibiting factors are students participating in extracurricular activities only as a
formality, the influence of social interactions; (4) Factors that influence the formation
of responsible character through understanding Dwisatya and Dwidarma, supporting
facilities and infrastructure from the school.
