This research aims to identify the socio-economic characteristics of farmers
who own and use the farmer card, the factors that hinder and support the
implementation of the farmer card policy, and the effectiveness of the farmer card
policy implementation on rice farming in Bangsa Village, Kebasen District,
Banyumas Regency. This descriptive case study used a qualitative and quantitative
approach using a Likert scale and interval scores.
The factors hindering the implementation of the farmer card include internal
and external factors, such as low education levels, elderly farmers, small cultivated
areas, and farmers not attending meetings. External factors include fertilizer quotas
below 50 kg and lack of information from agricultural extension officers.
Supporting factors for implementing the farmer card include the role of extension
officers as agents of change, farmer group leaders as institutions supporting
farmers, and many farmers registering for the farmer card as a tool for purchasing
subsidized fertilizer. The program's success achieved a total score of 542,
categorized as effective. The success of the target achieved a total score of 1728,
categorized as effective, and satisfaction with the program achieved a total score
of 1149, categorized as effective. Overall, implementing the farmer card policy in
Bangsa Village is effective, with a total score of 3419 categorized as effective.
