Water pollution is one of the heavy pollution in Indonesia. Water pollution is caused by the mining, agriculture and household sectors. This research uses the normative juridical approach method, namely the statutory approach that is descriptive. The data source of this research is primary data obtained by interview. Data is described in the form of systematic writing or text. The method used is a description method arranged systematically, logically and rationally. The purpose of this study was to determine and analyze how the handling of river pollution due to household waste in the city of Purwokerto as well as knowing the factors that become obstacles in the handling of river pollution due to household waste in the City of Purwokerto. The results from this research showed that (1) To Handling Problems of River Pollution due to Waste in the City of Purwokerto is by making rules and systems that regulate waste collection, garbage collection, garbage removal, garbage transportation, and final landfills. (2) The factors which become obstacles in handling river pollution in the City of Purwokerto are there is an assumption in the community that waste management is the responsibility of the local government, there is still a lack of community awareness in maintaining environmental cleanliness, especially in terms of the habit of disposing garbage in its place, lack of community participation in waste management, limited location of the Final Processing Site and land for technical processing such as land cover for landfills, and the lack of fleet or transportation infrastructure causes waste to be transported late, causing odors in temporary landfills.
