The objectives of this study are 1) to analyze the condition of the rice availability in Banyumas Regency in terms of the type of rice variety, origin of rice, consumption volume, availability volume, and consumer preferences, 2) to find out the efforts made by the National Logistics Bureau (BULOG) and related institutions in relation to achieving availability of rice in Banyumas Regency, 3) to analyze the fluctuations in the availability of rice in Banyumas Regency during the period 2013-2017.
This research was conducted from January 2019 to June 2019 in Banyumas Regency. The type of data used is secondary data and primary data. An interview was done with key informants which were determined with purposive sampling with criteria determination. The analysis used is secondary data analysis (ADS).
The results of the analysis showed that rice variety of IR-64 the most widely grown in Banyumas Regency. The circulating rice comes from 27 subdistricts in Banyumas Regency and is supplemented by partners who
cooperate with the Banyumas Logistics Bureau (BULOG). The volume of rice consumption each year increases due to the increasing population in Banyumas Regency. The availability of rice in Banyumas Regency is fulfilled from the stock of rice production from Banyumas and procurement carried out by the Banyumas Subdiv. IV Logistics Bureau. The proportion of rice production from Banyumas Regency in fulfilling the availability of rice is more than the proportion of rice originating from the procurement of Banyumas Subdiv IV Public Logistics Bureau. However, the procurement of BULOG also plays an important role in meeting rice consumption needs. The consumers mostly prefer the type of IR-64 medium. The availability of rice in fulfilling rice consumption needs in Banyumas Regency experienced fluctuations in 2013 - 2017. The efforts made by agricultural agencies to improve the welfare of the people in Banyumas Regency are also done by Banyumas Sub-directorate IV Logistics Bureau, Department of Industry and Commerce, and Department of Agriculture and Food Security in Banyumas
Regency.
