Abstract

This study investigates the use of judgment language in the 2024 speech delivered by Indonesia’s former Minister for Foreign Affairs, Retno Marsudi, at the 79th United Nations General Assembly, using the Appraisal Theory framework by Martin and White (2005). Through a qualitative descriptive approach, fifteen instances of judgment were identified and classified into Social Sanction and Social Esteem. The finding shows that Social Sanction, particularly negative Propriety, dominates the speech, with strong moral condemnation directed at global powers such as the UN Security Council and Israel, as well as the United States and other international actors who remain silent or ignore the situation, for their inaction, double standards, and violations of international law. Positive propriety affirms morally commendable actions like recognizing Palestine’s statehood. Social Esteem appears through positive evaluations of Capacity and Tenacity, presenting Indonesia as competent, committed, and proactive in promoting peace and justice. No instances of Veracity or Normality were found, indicating a focus on moral conduct and social worth over truthfulness or typicality. Overall, the speech strategically combines moral criticism with affirmations of ethical leadership, reinforcing Indonesia’s credibility as an ethically responsible actor in international relations and contributing to discourse analysis on how evaluative language shapes diplomatic image.
