This study entitled The Development and Role of Community library (TBM) Wadas Kelir in Banyumas Regency 2013-2018. The study aimed to, 1) study the development of TBM Wadas Kelir, both physical and non-physical forms. 2) review the managements of TBM Wadas Kelir; the service system, management system and the procurement process of reading material. 3) explain the role of TBM Wadas Kelir in Banyumas District for the community, especially for education and improving understanding and its role in character building for the community, the role of literacy, the level of visitor satisfaction and constraints to literacy development. The method applied was historical research which included 4 stages, namely 1) heuristics, 2) criticism or verification, 3) interpretation, and 4) historiography. Heuristics is an activity to gather historical sources or historical data. Criticism or verification is an activity to investigate or assess historical sources. Interpretation is the stage of the data and historical facts are recaptured. Historiography is the stage of research writing. The study discovered that, 1) TBM Wadas Kelir which was established in 2013 experienced a gradual development year by year, the most dominant improvements were high Human Resources and complete infrastructure facilities, 2) TBM management system Wadas Kelir was well, continuous, and innovative conducted, 3) TBM Wadas Kelir carried out its role in accordance with the vision of being intelligent, creative, and characterized. As part of the role of TBM Wadas Kelir in improving the quality of life of the community, community library was established such as literapreneur, which develops business in the area of literacy by improving education and increasing understanding, reading interest and literacy movements, as well as coaching and mentoring in establishing better character building and learner character building. The level of visitor satisfaction of TBM Wadas Kelir was obtained from the survey of TBM collections, procurement and physical TBM collections, and TBM staff services. Five TBM constraints were infrastructure, finance, social, human resources (HR), and culture.
