Abstract

The rapid development of the halal industry must be followed by regulations that
are able to overshadow as legality. The ratification of Law Number 11 of 2020
concerning Job Creation, especially in Article 48, as the regulation containing
matters related to halal products warranty. This study aims to determine the
understanding rate of BUMDes Mutiara Soka MSMEs partners, Sokawera Village,
Purbalingga Regency on halal certification, interest level in taking care of halal
certification after the ratification of the Job Creation Act, and evaluate the role of
BPJPH and MUI in socializing halal certificate management according to
applicable regulations.
The research method uses a combination research type (mix method) with
a sequential explanatory model, namely discussing with quantitative methods first
and then continuing with a qualitative approach. The object of this research is
micro, small and medium enterprises (MSMEs) who are partners of BUMDes
Mutiara Soka. The data collection uses the results of questionnaires, interviews
and documentation. The first approach uses an analytical hierarchy process
(AHP) to process questionnaire data. Then the results of the AHP were combined
with in-depth interviews with informants.
The results of this study indicate that the understanding of BUMDes
Mutiara Soka partners towards halal certification is still limited to embedding a
halal stamp on product packaging to show that a product is halal, while their
interest in managing halal certificates has increased from those who previously
did not know or were not interested, and lastly by their opinion of the authorized
institutions of BPJPH and MUI have not massively disseminated the applicable
regulations to the village level.
