The development of learning media is a basic need in an effort to improve the initial reading skills of grade 1 students. This study aims to: (1) describe the needs of learning media "Megatruh" perceptions of students and teachers, (2) describe the feasibility test of learning media "Megatruh", ( 3) Knowing the effectiveness of the learning media "Megaruh". This research is a development research (R&D). In this study, seven stages were used, namely: (1) potential and problem analysis, (2) information collection, (3) product design, (4) design validation, (5) design revision, (6) product trial (7) product revision. The results obtained from this study are the need for learning media according to the perceptions of students and teachers covering four aspects (a) content/material aspects, (b) linguistic aspects, (c) learning media presentation aspects, and (d) graphic aspects. The results of the analysis of the assessment of the media expert in stage I of 82.14% and in stage II obtaining a value of 96.43, this means it is very feasible to use, while the material expert in stage 1 gets a value of 82.69 and stage II gets a value of 96.15%, this is means very well. The result of T table is 1.78 with T count 2.03. The learning media "Megatruh" is very effectively used as a learning medium for grade I students with the theme "reading the beginning".
