The study was aimed (1) to determine the role of PPKn teachers in developing students' responsible attitudes during the pandemic, (2) to find out the methods used by Civics teachers in developing students' responsible attitudes during the pandemic, (3) to know the motivating and inhibiting factors for civic education teachers in develop a responsible attitude of students during the pandemic. The method that used in this study is a descriptive method with a qualitative approach. In data collection techniques, researchers used interviews with PPKn teachers, students and parents, observation and documentation. The data analysis technique that used is the analysis of Sugiyono, namely data reduction, data presentation, and verification. Based on the results of the study, it can be concluded that, (1) the role of PPKn teachers in developing students' responsible attitudes during the pandemic is that of PPKn teachers as facilitators, directors/directors, transmitters, and motivators. (2) the methods used by PPKn teachers in developing students' responsible attitudes during the pandemic are the Problem Based Learning (PBL) learning method, collaboration with students' parents and home visits. (3) the supporting and inhibiting factors for PPKn teachers in developing students' responsible attitudes during the pandemic, namely information and communication technology facilities that do not support, parents of students who cannot be invited to work together in forming students' attitudes of responsibility, learning methods Problem Basic Learning (PBL) which does not work, time constraints, and not face to face with students
