Abstract

The purpose of this study was to describe the implementation of school-based management programs at Kedondong Elementary School and to find out the supporting factors and inhibiting factors in the implementation of school-based management and how to deal with the obstacles faced. This study used descriptive qualitative research methods. Data collection tools in this study were interviews, observation, and documentation. The subjects and informants in this study were the principal of Kedondong Elementary School, grade IV teachers and physical education teachers. The data obtained were analyzed by means of data reduction, data presentation and conclusions. The results showed that Kedondong Elementary School has implemented a school-based management program well. This information was obtained based on the results of interviews with resource persons and observations in the school environment. All school residents, committees, parents of students and the community in the school environment supported the programs implemented at the school. The form of support provided was not only suggestions or input for the progress of the school, but they also participated in various activities carried out, such as community service or contributing personnel when the school was doing construction. The supporting factor in the implementation of school-based management at Kedondong Elementary School was strong support from all school members and the surrounding community. The inhibiting factor in the implementation of school-based management was that there were a small number of parents who did not support the programs implemented at school because of the low human resources of the parents of students who were low, so they did not understand the intentions conveyed by the school. The way schools did to deal with these obstacles was to approach students' parents who did not support school policies so that they understood what the school means.
