Abstract
An evaluation can be used to determine the effectiveness of the implemented teaching-learning process, so the teachers may conduct follow up activity based on the evaluation. Not all teachers are easy to carry out an evaluation of the teaching-learning process in accordance with the Curriculum 2013. This was descriptive qualitative research which aimed to discover the problems faced by primary school teachers in preparing teaching instruments and conducting learning evaluations according to Curriculum 2013. The participants consisted of grade I and IV teachers and principals from three different schools. Analysis of the data used was Miles and Huberman model. Data collection techniques were interviews, observation, and documentation. The data validity was a triangulation technique. The results illustrated that (1) the problems faced by primary school teachers in preparing evaluation instruments according to Curriculum 2013 were: teachers time management to prepare learning evaluation instruments, low teacher's knowledge on preparing learning evaluation instruments according to Curriculum 2013, low teachers motivation in developing evaluation instruments in accordance with Curriculum 2013, difficulties of teachers in preparing evaluation instruments for students with special needs, (2) the problems faced by primary school teachers in implementing evaluation according to the Curriculum 2013 were: the unchanged teachers perceptions of learning evaluations in Curriculum 2013, teachers skill to time management of evaluations, teacher difficulties in improving students motivation, classroom management, teacher difficulties in evaluating oral tests, teacher difficulties in evaluating students with special needs, low teachers understanding of evaluations/assessments on the Curriculum 2013, lack of facilities and infrastructure, low teachers motivation in conducting evaluations, lack of parents involvement in evaluation activities, complicated learning evaluation in Curriculum 2013, and teacher skill in computer technology.
