Abstract

This research was aimed to analyze the implementation of regulation number 53 year 2010 about the discipline of civil servants and the obstacles on the law enforcement to discipline the civil servants in education and culture office of Banyumas regency. The method of the research used was normative juridical with descriptive technique. The analysis was done through primary and secondary data sources. The location of the research was Education and Culture Office of Banyumas regency. The data analysis method was done through descriptive analysis. The results showed that the enforcement of discipline on the civil servants in Education and Culture Office of Banyumas regency was based on the law number 5 year 2015 about civil state apparatus and government regulation number 53 year 2010 about the discipline of civil servants in Education and Culture Office of Banyumas regency. In the Education and Culture office of Banyumas regency, there were light disciplinary violation as regulated in the article number 8 those were violations happening at working hours and the sanction given was only oral warning. In its implementation, the sanction given to the civil servants in Education and Culture Office were lacking in term of supervision from the authorities. The enforcement in Education and Culture Office of Banyumas regency was not maximal because of obstacles such as the lack of supervision, guidance, and awareness of civil servants. The suggestions were that to enhance the discipline of civil servants, the supervision and firm sanction administration of civil servants should be done in order to give deterrent effect.
