Character development is done through education with a learning process that instill
and put the rules or values of character and intelligence as a unity in a high and
consistent level. In SMK PGRI 1 Park has done character education but the fact that
happened showed that the character of student is still low, especially on discipline,
honesty and attitude of student nationalism. The purpose of the research is to know the
implementation of character education in the learning of Citizenship Education, the
constraints and efforts made to overcome the obstacles that occurred in SMK PGRI 1
Taman Pemalang District. This research is a qualitative research with descriptive
method. Data collection techniques used are observation, interview and
documentation. Data analysis technique used is qualitative analysis of Milles and
Huberman. The result of the research shows that the implementation of character
education through civic education is done by giving understanding about the honest
character and discipline to the students during the implementation of civic education
through civic education materials supported by the media and the appropriate method.
