Abstract
Mining that is currently taking place in various regions in Indonesia is the mining
of class C mining materials. One example is in Kemangkon Village, Kemangkon
Sub-district, Purbalingga Regency, where there are many hundreds of mining
trucks every day passing through the road in Kemangkon village, causing
environmental damage, one of which is damage to the village road and the sand
mining is illegal sand mining.The purpose of this research is to find out the efforts
and constrains to resolve road damage due to illegal sand mining in Serayu River
in Purbalingga Regency. The research method used is normative juridical with
descriptive analysis research specifications using secondary data with the research
location at the Purbalingga Regency Environmental Service. The data analysis
method uses descriptive analysis method. From the results of the research
conducted, it is known that efforts to resolve road damage due to illegal sand
mining in the Serayu River in Purbalingga Regency are by means of the
Purbalingga Regent permanently stopping or closing the activities of the sand
miners and the local government providing funds to repair damaged roads. The
obstacles in the settlement efforts are the lack of public legal awareness, the
difficulty of law enforcement against illegal sand miners and the lack of law
enforcement officers. The advice given is that the relevant agencies in conducting
supervision need to be improved, so that unlicensed sand mining can be disciplined
and revocation of mining permits as stipulated in the legislation.
