Abstract
Education as a right is explained in Article 28C paragraph (1) CHAPTER XA on
Human Rights in the 1945 Constitution of the Republic of Indonesia. Along with
the times, the education system in Indonesia has undergone reforms.
Classifications arising from achievement pathways, zoning, affirmation, and the
transfer of parents/guardians have an impact on restrictions on the right to
education, especially in the free and flexible selection of educational facilities.
Moreover, the regulation of school accreditation conversion in New Student
Admission provides an opportunity for problems with the right to choose
educational facilities. This research was conducted using the normative juridical
research method, with the type of data collected consisting of primary data and
secondary data. The result of this study is that the implementation process of the
school accreditation conversion regulation in Purbalingga is considered
ineffective because the percentage of state junior high schools (SMP) in
Purbalingga Regency with accreditation below A is still at 10%. This is certainly
complained about by the community, especially students and schools, because the
implementation of equal rights to education is not well implemented. In addition,
there are several factors that influence the implementation process of the
regulation, one of which is resources, implementing agencies, and policy goals
and objectives. In addition to these factors, there are also things that hinder the
implementation of the school accreditation conversion regulation, in the form of
Junior High Schools that still need adaptation and the conversion has not been
fulfilled.
