Abstract

Human development, both physical and non-physical, is heavily influenced
by factors of children with developmental barriers or special needs. Law Number
20 of 2003 Article 12 states that, "Every student in an Indonesian educational
institution receives religious lessons according to the religion he adheres to, taught
by teachers of the same religion, and is given educational services according to his
talents, interests and abilities". Therefore, Islamic religious education must also be
given to children with special needs, one of which is mentally retarded children. Of
course, in the learning process, using learning strategies that are different from
learning strategies for formal school students in general. The purpose of this study
was to find out the learning strategies of Islamic religious education for people with
mild mental retardation and to find out the supporting factors and obstacles in
learning PAI for people with mild mental retardation at SLB Negeri 2 Pemalang.
This research is a type of field research with data collection techniques
through interviews, observation, and documentation. Data analysis is deductiveinductive,
the collected data is analyzed with a descriptive qualitative approach,
namely research that describes and interprets observed phenomena and relates them
to each other to obtain a general conclusion. Furthermore, the data was analyzed by
combining data collection such as semistructured interviews, observations, and
documentation.
The results of this study show that Islamic religious education learning
strategies for people with mild intellectual impairment in SLB Negeri 2 Pemalang
are used, namely expository learning strategies and direct learning strategies.
Supporting factors in the learning process are parents, teachers and students. While
obstacles in the learning process itself arise from within the classroom and arise
from outside the classroom environment. The results of this study are expected that
learning strategies for people with mild intellectual impairment will not only use
expository learning strategies and direct learning strategies, but also use other
learning strategies so that classroom learning is active and not saturated.
