Abstract
Indonesia is a democratic country which is defined as the power or sovereignty exercised by the government for the people. Democracy without law will not work well, on the other hand law without a democratic political system will only become an elitist and repressive law. Countries that adhere to a democratic government system are considered to have implemented the concept of good governance, namely the process of administering government that can be accounted for. To build and realize good governance, namely by involving the community to participate in activities carried out by the government. In a democratic country, society has a significant role in governance and development. This starts with policy making and formulation and ends with implementation, which requires community control. One form of manifestation of democracy is the implementation of Village Head Elections (Pilkades) regulated in Law Number 6 of 2014 concerning Villages. In 2017 Kemranggon Village, Susukan District, Banjarnegara Regency held Pilkades activities. In this case the community has an important role in the Pilkades implementation.
This research was analyzed using empirical juridical methods. And the results of this study show that 61% of the Kemranggon village community participated in the Pilkades implementation. This means that the level of participation in the Kemranggon village community is quite high. The factors that caused the Kemranggon village community not to participate 100% were due to low political awareness in the community, track record of village head candidates, economic factors and other social factors.
