Abstract

This study seeks to find out the socioeconomic characteristics of farmers
who possess and use "kartu tani" (farmer cards), the motivating factors for the
implementation of the farmer card policy, obstacles to its implementation, and the
efficacy of the policy's implementation concerning the management of food crop
farming in sindangwangi village, bantarkawung district. A descriptive case study
with a qualitative and quantitative approach is the methodology employed, and
the likert scale and interval scores are used.
The results showed that the socio-economic characteristics of farmers who
own and use the farmer card are predominantly women aged over 55 years, with
a primary education level, having 1-2 family dependents, over 20 years of farming
experience, owning more than 0.5 hectares of land, either through direct
ownership or leasing, with farming as their primary occupation. These farmers
have used the farmer card for two years and apply over 100 kg of fertilizer per
planting season. The supportive factors for implementation stem from farmers'
awareness of the importance of the farmer card for subsidized fertilizer
transactions and their habit of savings and loan activities. The highest obstructive
factor is the farmers' technological illiteracy, while the highest internal factor is
the lack of information from the agricultural extension. The effectiveness of the
farmer card policy's implementation falls under the 'effective' category. This is
seen from three indicators: program success, target achievement, and satisfaction
with the program. Thus, the implementation's effectiveness is deemed adequate,
indicating that the farmer card policy application is progressing well. More
farmers benefit from the policy and recognize that the card aids in obtaining
fertilizer, a crucial production factor in farming, especially for food crops. With
the card, farmers know that the amount of fertilizer they receive matches the
crop's dosage requirements, reducing the risk of over-fertilization. Furthermore,
fertilizer obtained using the farmer card is cheaper due to government subsidies,
lowering farmers' production costs. However, the dissemination of information is
still suboptimal, especially regarding the government's reduced subsidy budget
and the card's update deadline. Many farmers remain unaware of the reduced
quota from the previous year and the deadline for updating the farmer card.
