Abstract
This research aims to determine the preparedness of the residents of SDN
Kalipagu and Kalipagu Village in facing a volcanic eruption disaster in Baturraden
District, located near the slope of Mount Slamet. The research is based on
preparedness parameters, including knowledge and attitudes, policies and
guidelines, emergency response plans, early warning systems, and resource
mobilization. In this study, the researchers limit the discussion to the early warning
system and resource mobilization, which are part of the infrastructure in disaster
management. The research method used is qualitative with 38 informants consisting
of 4 school teachers, 14 students and 20 village residents. Data collection is carried
out through observation, interviews, and documentation, and triangulation of
techniques and source triangulation are used to test the validity of the data. Then,
to test the validity of the research data, an interactive data analysis of the Miles
and Huberman model is used until the resulting data is saturated or does not
produce other data.
Based on data review from the BNPB regarding preparedness guidelines,
the early warning system includes traditional warning tools passed down from
generation to generation or local agreements, the availability of an early warning
system as a modern early warning technology-based referring to disaster warning
alarms, seismographs, including the disaster information dissemination
mechanism. The results showed that, related to the early warning system in SDN
Kalipagu and Kalipagu Village, there are currently no traditional warnings passed
down in the community and modern warnings such as gongs and disaster warning
alarms/seismographs. Then related to resource mobilization, according to data
from the BNPB, there are several variables that can be researched including human
resource development, funding and logistics, and infrastructure. Human resource
development includes simulations of volcanic eruptions, and the results show that
simulations are not scheduled regularly, the timing of which cannot be determined
exactly when they will be carried out. Likewise, with funding and logistics, there is
no division of tasks for residents to manage the fulfilment of emergency needs for
disaster management purposes. In addition, regarding infrastructure, there is still
much that needs to be met, based on the results of observations that refer to the
Minister of Home Affairs Regulation No. 27 of 2007 Concerning Guidelines for the
Preparation of Infrastructure in Disaster Management,It demonstrates that of the
ten already existent elements, only two have been provided for schools. In contrast,
five out of the twelve have been provided for the village. According to the
description above, infrastructure provision preparation is still insufficient.
