Abstract
This study aims to determine the social and economic characteristics of
lowland rice farmers, to find out the problems why farmers were reluctant to use
to use farmer cards and find solutions to change their reluctance to use the cards
in transactions to purchase subsidized fertilizers. The research location is in
Karangpucung Village,Kertanegara Sub-district of Purbalingga Regency. The
method used in this research is a descriptive type case study with a qualitative
quantitative approach. The sampling technique is purposive, in accordance with
predetermined criteria. There are 40 respondents who are members of Setia
Kawan, Makmur and Sri Lestari farmer groups. Data obtained from interviews,
observations and documentation. The data analysis used is descriptive qualitative
data analysis as well as by tabulation to determine the number of lowland rice
farmers whohave farmer cards and do transaction in 2018-2021. The qualitativedescriptive
analysis applied by tabulations to determine characteristics; the
descriptive analysis was used to determine the problem of farmers' reluctance to
use farmer cards. The descriptive analysis is also utilized to determine the
correlation between characteristics of farmers and the problem of their reluctance
to use the cards and descriptive analysis of solution of reluctance to use the cards.
The social characteristics of the respondents include gender, age, education level,
length of experience in farming, area of cultivation, land ownership status, and
number of dependents in the family. Economic characteristics include monthly
income, monthly expenses, sources of income and side income. The problems of
reluctance to use the cards from internal factors are low education, the elderly,
narrow arable land area, technology gaps, farmer cards given to others, borrowing
other people's farmer cards, buying fertilizer from non-KPL, and losing their
farmer cards. External problems are KPL's indiscipline, transportation, farmer card
quotas below 50 kg and zero. The solution to the problem is to disseminate
technology using farmer cards through individual and group counseling activities.
Making a new farmer card for the lost farmer card and invitingother young family
members to replace the ownership of the farmer card. Suggestions to extension
workers to take a special approach to elderly farmers. Suggestions to BRI are to
carry out the main duties and functions as providers and printers of farmer cards,
and to group administrators to hold regular farmer group meetings.
