Abstract

The development of residential areas is marked by changes in the area of land
use for settlements. Cilacap City experienced the development of residential areas
in 2000, 2010, and 2020. This study aimed to determine the development of
residential areas and their affordability to educational facilities services such as
Elementary Schools, Junior High Schools, and Senior High Schools. This study
aimed to determine the development of settlements and the affordability of
educational facilities services. This was a descriptive study with a geospatial
approach. This study used secondary data obtained from the RBI Cilacap Map in
the sheet of 1301-331 at a scale of 1: 25,000, GeoEye images in 2010 and 2020,
and the coordinates of educational facilities. The population and sample in this
study were the type and area of land use and 117 coordinate areas of the school
location which included 80 elementary school areas, 28 junior high school areas,
and 9 high school areas. The samples were selected using a total sampling
technique. The data were collected from the Geospatial Information Agency and
the Ministry of Education and Culture of Cilacap Regency. Afterwards, the
secondary data processing was carried out by mapping the land use in 2000, 2010,
and 2020, and buffering the coordinates of the location of educational facilities in
2020. The data analysis on the development of residential areas was conducted by
calculating changes in the area of land use for settlements in 2000, 2010, and 2020
and their affordability to the radius of the settlement distance from the location of
educational facilities in 2020. The result showed that Cilacap City experienced
changes in land use of the residential area in 2000, 2010, and 2020 with a total area
of 409.21 Ha or 4.67% of the total area of 8749.01 Ha. The affordability of the
residential area for elementary school, junior high school, and high school were
respectively 2826.26 Ha or 99.04%, 2844.87 Ha or 100%, and 2755,499 Ha or
96.69% of the total settlement area of 2844.26 Ha.
