This study aims to describe rhetorical techniques and the content of persuasive
messages contained in President Joko Widodo's State of the Union speech at the
2021 MPR Annual Session. The type of research used is qualitative research. The
object of research in this study is the rhetorical technique and the content of the
persuasive message of the State's speech. The data in this study are in the form of
speech excerpts that show rhetorical techniques and the content of persuasive
messages. The data source in this research is a video of President Joko Widodo's
speech at the 2021 MPR Annual Session which is downloaded via the CNN
Indonesia youtube page which can be accessed via https://youtu.be/buKN1_53e8s.
At the data collection stage, the researcher used two methods, namely the
observation and noting technique. The results of the research on President Joko
Widodo's State of the Union speech at the 2021 MPR Annual Session found the use
of five rhetorical laws, including invention, disposition, elocution, memorial,
pronunciation, rhetorical techniques based on the type of audience, including
unconscious audiences, apathetic audiences, interested but doubtful audiences,
hostile audiences), and the content of persuasive messages, including attracting
attention, convincing, touch or move. This research is expected to contribute to the
field of rhetorical or other communication sciences.
