Abstract

The research aims to identify the reality of democracy values in Banyumas
community, the implementation of democracy values, the obstacles in the
actualization of democracy values, and the effort conducted to solve the obstacles.
The research used a qualitative approach with a case study method. The data
were collected through observation, interview, documentation and literature
studies. The research subjects consisted of Banyumas cultural figure, Banyumas
historian figure, Banyumas Election Commission, Civic Education teachers,
members of Banyumas National Mandate Party, and members of Banyumas
Functional Groups Party. The data were analysed through the steps of data
reduction, data display, and conclusion. The research result indicates that: 1) the
reality of democracy values is reflected in the characteristics which are derived
from the traditional framework, 2) democracy is still interpreted as procedural
democracy, such as village head election, district head election, and general
election, 3) the peoples' knowledge of democracy is limited only to political aspect
so that the practice of democracy has not approached the real concept of
democracy, 4) democracy education is the joint responsibility among formal,
informal, and non-formal education so that democracy can create democratic
community.
