Abstract
This research is about Forensic laboratory of Regional Police (POLDA) of Central Java which is an institution assisting the Police of the Republic of Indonesia in carrying out tasks or having the responsibility to disclose anything related to all types of narcotics abuse. This study aims to determine the roles and constraints faced by the forensic laboratory of Central Java Regional Police in investigating narcotics abuse. The method in this study used normative juridical by studying, examining legislation, principles, theories, and concepts related to this study. Based on the results of the study, it was concluded that the role of the Central Java Regional Police forensic laboratory at the investigation stage was to support or assist investigators whether the evidence was related to a crime or not. Handling evidence at the scene, supporting or assisting investigators are done at the investigation stage to disclose the narcotics abuse with valid evidence including witness statements, expert statements, letters, instructions and statements of defendants based on Article 184 KUHAP paragraph (1). Constraints faced by the forensic laboratory of Central Java Regional Police in investigating criminal acts of narcotics abuse are damaged equipment, methods of inspection of equipment that are still not in accordance with procedures, incomplete smoke detectors in each room, personnel in each sub-sector that are lacking forensic laboratories in each District. It is suggested that there is a need to improve the quality of forensic personnel by increasing the ability of foreign languages and the latest technology in handling narcotics and other crimes, to have the budget of the government to replace the damaged equipments, to provide the officers in charge adequate scientific knowledge so that the inspection method is according to procedure, to increase the number of personnel in each sub-sector so that it can be done properly, to add smoke detectors in each room and to add a forensic laboratory in each district to make it easier for inspection.
