Abstract

Homeworkers emerged because of the many fake eyelash industry companies in Purbalingga. Law Number 13 Year 2003 regarding Manpower, should be able to protect the interests of homeworkers. The purpose of this study was to analyze the working relationship between collectors (intermediaries) with Homeworkers and Know the Legal Protection of Home Workers' Rights for False Eyelashes Industry in Gembong Village, Purbalingga. The method used in this research is Normative Juridical and Empirical Juridical by using primary and secondary data. The results of this study indicate that in practice homeworkers are excluded from the scope of the Manpower Act because there is no consensus on the legal status (employment relations) of homeworkers. The legal relationship between collectors and homeworkers is an oral agreement in the form of a contract of employment for continuing what the collectors have promised with the core company. The rights of the homeworkers of the false eyelash industry in Gembong Village, Purbalingga have not been fully fulfilled such as low wages, the right to work safety and health, long working hours and no social security.
