Teaching materials are tools used for learning by teachers and students. This study implemented a Research and Development (R&D) approach and aimed to 1) produce HOTS-oriented mathematics teaching materials for grade IV primary school students. 2) generate mathematics teaching materials on the topic of statistics through an effective inquiry model for grade IVprimary school students. 3) construct HOTS-oriented mathematics teaching materials on the topic of statistics through inquiry models for grade IV primary school according to a decent of media experts, book design experts, and material experts. 4) create HOTS-oriented mathematics teaching materials on statistics through the inquiry model for fourth-grade primary school. The teaching materials as supporting resources in SD Negeri Karangsari and SD Negeri Karangsoka had weaknesses, no HOTS question was available; therefore, the implementation of the inquiry model was necessary. The development process employed Borg and Gall; (a) preliminary studies, (b) product design, (c) initial product development. The products of teaching material contained Statistics material for grade IV semester 2, supported by HOTS questions and inquiry learning models. This teaching material had been validated by the media experts and obtained 4.4 (very good), book design experts were 4.6 (very good), and material experts were 4.5 (very good). The results of the average acquisition of the validators illustrated that the development of teaching materials was valid, very good, and feasible of being tested. Based on the results obtained from the teachers of SD Negeri Karangsari, it obtained 4.6 (very good) while from the teachers of SD Negeri Sidareja, it obtained 4.6 (very good). Thus, it is drawn that the development of teaching materials is very good, valid, and feasible of being tested.
