This study aims to develop Smart Board learning media using the Cooperative Model Type Team Game Tournament (TGT) based on ATONG Theme 4 Sub-theme 1 Learning 3 for the Fifth Graders of SD Negeri 2 Tambaknegara. This is a type of research and development. This study uses a 4-D development model consisting of 4 main stages, namely define, design, develop, and disseminate. The formulations of the problems raised in this study were the characteristics of instructional media, validity tests, teachers' responses, and students' responses. The results of this study showed that the characteristics of the learning media are divided into 3 parts, namely the board, assignment sheet, and question cards along with answer cards. Smart Board are made by banner. Drawing sheets and assignment sheets are made by cover paper. The third is the question and answer cards. The rectangle cards are made by paper cover of 8 cm X 6 cm. The validity test was declared valid by the three participants. Validator 1 scored 44, expert validator 2 scored 43, and validation expert 3 scored 49. Therefore, average scores is 44.5, when converted into a Likkert scale, the average score is 4.04 and declared valid. The average of the teacher's response is 4 which is good. When converted to the teachers' response criteria table, it is declared valid. Based on these results, it is suggested that overall learning media are feasible with the learning objectives and basic competencies. Based on the results of the student response questionnaire, it is concluded that 6 students all answered Yes, meaning that 100% students give good responses to these media . So it can be said that all fifth grade students of SD Negeri 2 Tambaknegara strongly agree with the development of learning media of the Smart Board using the Cooperative Model Team Games Tournament (TGT) type based on ATONG on Theme 4 Sub-theme 1 Learning 3.
