The research aims to examine the effect of Original Local Government Revenue (PAD) and Regency/City Minimum Wage (UMK) on Human Development Index (IPM) with Unemployment Rate (TPT) as the intervening variable. The object of this study uses is 35 regency/city in Cemtral Java. The data used are secondary data in the form of annual publication document from CentralBureau of Statistics in Central Java (BPS Jateng) for the period 2014-2019. The collection technique used in this study was collect data from annual publication document. The data analysis technique used in this study was Path analysis with multiple regression and Sobel test. The results showed that PAD have positive effect on TPT, PAD have positive effect on IPM, UMK have positive effect on IPM, UMK have negative effect on TPT, and TPT have negative effect on IPM. Then, TPT is not able to mediate PAD on IPM neither UMK on IPM and showed negative effect.
