The purpose of this study is to find out the implementation of the value of deliberation in the precept of Pancasila in the Community of Pekunden Village of Banyumas Sub-district, the obstacles faced during the implementation, and the efforts taken in dealing with the obstacles. This study uses a qualitative approach with descriptive methods. Data collection techniques included observation, interview and documentation study. The subjects in this study were the heads of RT and RW, Civics teachers, and community leaders in Pakunden Village, Banyumas Sub-District. The data analysis used the stages of data reduction, data display, and drawing conclusions. From the results of the research, it showed that the implementation of the deliberation values in the fourth precept of Pancasila in the village were examined based on five indicators of family, togetherness, patience, honesty values, and the value of giving and receiving input. Of the five values, the value of giving suggestions during the deliberations taking place was not optimally implemented. It happened since the people in the community were a bit afraid to give their aspirations, suggestions, opinions, and criticisms to the village government of Pakunden. As the results, the discussion forum during routine meetings in Pakunden, became sluggish.
