Abstract
Lembaga Pemasyarakatan Kelas II A Purwokerto (Purwokerto Correctional Facility-
Class II A) resettles 839 prisoners, 99 prisoners and 3 death penalty convicts. The
three death penalty convicts include one Indonesian and two foreigners. Their
existence results in problems in terms of its support because there are no regulations
which specifically regulates supporting for death penalty convicts. This study aimed
to determine the supporting for death penalty convicts and its obstacles in
implementing the supporting program for the death penalty convicts at the prison.
The research method was normative juridical and presented in the form of narrative
texts. The results of this study indicated that the Correctional Facility provides the
same supporting program between the three convicts and others. The three did not
receive self-sufficiency guidance, but only personality support and more emphasis on
spiritual guidance. The obstacles in its supporting implementation for death penalty
convicts included: (a) the absence of regulations which regulated the supporting
program for them, (b) unstable mental condition of the death penalty convicts and (c)
the communication difficulty with foreign death penalty convicts. To overcome these
obstacles, it was necessary to provide: (1) the legislation which specifically regulated
the supports for death penalty convicts (2) the priority for the death penalty convicts
should be resettled with only other death row convicts, (3) Officers must be able to
communicate at least in English, so it was expected to ease them to conduct the
support with foreign death penalty convicts.
