Local cultural study on Sedekah Laut ceremony in Cilacap Regency was carried out by using a normative juridical method, namely an approach to conceptualized and developed law on the basis of the doctrine that was adopted by the conceptors or the developers. This study aimed to find out and analyze the local culture of Sedekah Laut ceremony in Cilacap Regency according to the views of Islamic law and to know the factors that hindered the practice of Islamic law in the implementation of local culture of Sedekah Laut Ceremony in Cilacap Regency. The results showed that the local culture of Sedekah Laut ceremony in Cilacap Regency according to the views of Islamic law based on the Decree of the 100th point of the 5th Nahdatul Ulama Conference, and the Decision of Muhammadiyah Tarjih Conference in the Book of Problems Five Matters Religion is haram and contains elements of superstition, heresy and myth. The factors that hindered the practice of Islamic Law in the implementation of local culture of Sedekah Laut ceremony in Cilacap Regency were political factors, faith factors or beliefs and habit factors.
