Abstract

The high activities of Mandiraja traditional market can lead to conflict
and affect the movement of traffic flow as well as reduce the function of the road
performance. The market activities which can reduce the function of the road
performance include vehicles entering and leaving the market, vehicles parking
on the road, and pedestrians. The research aims to evaluate the effects of
Mandiraja traditional market activities on road performance and to determine the
solution to improve road performance.
The conducted survey includes traffic volume survey, side friction survey,
and speed survey, both disturbed and undisturbed by side friction speed. The
research was conducted on the road of Mandiraja Banjarnegara's traditional
market. The next measurement used Indonesia Highway Capacity Manual 1997
for outside the city road.
The measurement result shows that there is a decrease of 21% in the freeflow
speed and the capacity decrease of 16.16% of Mandiraja traditional market
road due to the market activities. The operation of Mandiraja traditional market
causes a decrease in the road performance of Ajibarang Secang Street. This can
be seen from the saturation degree when the market activity operation is 0.85 with
E-service level (the traffic volume approaches or is at its capacity, the road flow
is unstable with conditions which often stop). Meanwhile, the average saturation
degree, when the market is not being operated, is less than 0.75 with C-service
level (in a stable road flow zone, drivers are limited in choosing speed).
