This research aimed to improve students' confidence and learning achievement in civic education using Rotating Roles strategy with crossword puzzle media. It employed classroom action research consisting of two cycles. The object of this research are 28 VB grade students at SD Negeri Purwosari consisting of 15 male students and 13 female students. The data collection used was test and non-test. The test technique used subjective test using essay form, while for the non-test used observation, attitude scale, and document. The data analysis used was descriptive quantitative and qualitative. The results reveal that 1) the improvement of students' confidence is obtained from the attitude scale from the mean score 3.16 in cycle I to 3.55 in cycle II, 2) the improvement of civic education learning achievement in respecting to joint decision topic can be seen from its passing grade from 78.57% in cycle I to 85.71% in cycle II, 3) the observation result of the use of Rotating Roles strategy using crossword puzzle is from 2.82 in cycle I to 3.82 in cycle II, 4) there is an improvement of the observation result of the use of Rotating Roles strategy using crossword puzzle from 2.79 in cycle I to 3.28 in cycle II. It can be concluded that the use of Rotating Roles strategy using crossword puzzle can improve confidence and learning achievement in civic education in respecting to joint decision topic.
